Fill a big pot with water and a little salt. Heat it until it boils vigorously. Boil the fettuccine until it is cooked but still slightly firm, which should take around 8 minutes. Once done, drain the water.
In the meantime, add cream to a big frying pan. Cook on medium heat, stirring continuously, until it's almost boiling. Lower the heat and include green onions, parsley, basil, thyme, salt, black pepper, red pepper flakes, and white pepper. Let it simmer until it thickens, which should take around 7 to 8 minutes.
Add the shrimp and scallops to the mixture. Keep cooking until the shrimp is not see-through anymore.
Blend the cheeses together until well mixed.
Serve sauce over pasta.
